What if Batman lived in Huntington?

Seems like every superhero from the comics lives in a huge city based on New York or Los Angeles, but what if a masked vigilante fought crime in a town like Huntington? And what types of bad guys would he face?
Here are a list of a few new villains that Batman might take on if the Batcave was located in the tri-state instead of Gotham City. Keep in mind, since the market is significantly smaller, the bad guys would naturally not be quite as vicious, putting the stakes significantly lower.
1. The Queen of Harts -- Following the lead set by the Joker, this foe would stick with the theme of a villain based on a playing card. In this case it's a wicked (but perfectly healthy) woman in the town of Harts in Lincoln County defrauding the welfare system by sitting at home collecting a check every month as opposed to working.
2. Half-Ass -- One of the most notorious killers in the Batman universe is Two-Face. Logically it makes sense to have the other side of this coin be a man who has half a rear. The local counterpart would be an employee at Steel of West Virginia who half-heartedly performs his tasks at work in a lackadaisical manner that ultimately leads to a workplace accident in which his left butt cheek is sliced off. Despite the blunder clearly being his fault, he attempts to sue the company to collect undue benefits.
3. Mr. Sleeze -- Rhyming with Mr. Freeze, this baddie is a teacher at a local school who makes inappropriate advances toward underage students. If you have watched any news coverage at all you will be aware there are plenty, plenty examples of real people this could be based on.
4. Apple Watch King -- Instead of the Clock King. Get it? This guy is a real pain in the neck who is easily distracted from polite conversation and looks down at his wrist so frequently it should be considered criminal.
5. The Hunt for the Herder -- As opposed to the Riddler, who taunted the Dark Knight with a various array of mind-bending mental puzzles, this character is an editor for the Herald-Dispatch who tempts to push our hero to the limit by forcing him to search for a Marshall football helmet filled with goodies, and he'll kill a Sheetz customer every 30 minutes until it's found.
6. Wayne -- Our doppelganger for Bane. A young left tackle who abuses steroids in an effort to improve the chances for the Pioneers to return to the Super Six.
7. Catlady -- No explanation required.
And just for good measure we will include a counterpart for the Caped Crusader's trusty sidekick, Robin. Since the state bird of West Virginia is the cardinal, our character's name will be Stanford.
